This looks like the top portion of a scepter. There's a short, spiraled spike at one end for attaching the finial.

Usage[ | ]
- One of four scepter pieces that are collected during Clandestine Cargo. With this piece, plus the base, shaft and finial, you can get Nans in the Sanitarium to repair it - yielding a completed Engwithan Scepter.
