It can be found by the avalanche site in the sout-west part of Whitestone Hollow, during Bounty: The Terror of Whitestone Hollow.

It's a grand ice blight that was formed from the souls of dozens of people who were killed in an avalanche. Now it is blocking one of the main trade routes of the region and preventing repairs of the damage caused to the road by the avalanche.
