Confederation or Federation ?[edit source]

According to the guidebook, page 52. The government type is stated as "confederation of sovereign republics", then expanded that after the collapse of the Grand Empire, they formed the "confederation of republics". But then it goes saying that most Vailians comes from the Vailian republics a "federation of independent city states". --AnotherArk (talk) 22:12, 12 March 2015 (UTC)

I'm no expert, but it seems to have characteristics of both a confederation(only international trade and war is regulated by the confederation, day to day politics are left to it's member states) and a federation(you can't leave the republics, because the other members will declare war on you). I'm no expert either. Going by the all mighty internet "By definition, the difference between a confederation and a federation is that the membership of the member states in a confederation is voluntary"(wikipidea) so i'd assume they went with Canadian version "use the term 'Confederation' to refer to the formation or joining, not the structure" i.e. the Vailian Republics joined as sovereign republics(Confederation), but after kicking/re-conquering several members and the reformation of the ducal congress, it was federation in all by name. Regardless I am not trying to nitpick (they did a good job to explain what it means in practice), I just want to figure out which we should use in the infobox\lead. --AnotherArk (talk) 10:04, 13 March 2015 (UTC)
