The Watcher is teleported here during the quest A Glimpse Beyond, after volunteering to assist the animancers at The Sacred Stair.

This deathly, cold realm belongs to Rymrgand and is where things come to die: Alone and afraid, separated from everyone else. As you travel through it, you will hear the last thoughts of would-be conquerors, rulers, and heroes, all consumed by the Beast of Winter.
