Well, all of them, constantly, trying to shape a group of dung handlers into proper members of the Dozens (i.e. chartered dung handlers). He is a former member of the Crucible Knights who was ejected from the brotherhood for violating its oaths. By Osric's claim, it was all politics: He crossed the wrong man and suddenly the entire organization turned against him.
His crime was the daring suggestion that the Crucible Knights strayed too far from their roots, resembling not so much the rugged militia of smiths that defended Dyrwood, but rather, Aedyre nobility. When Penhelm snitched, it was a matter of time for him to land in the gutter.
