Governor Lueva Alvari is the governor in residence for the Vailian Trading Company for the Deadfire Archipelago, operating out of Neketaka, the archipelago's largest city. The division of power between her and Director Castol is a manner of some debate: Castol coordinates the operations of the VTC across the Archipelago, but Alvari finds herself coordinating much of the mundane, day-to-day operations of the company. The friction caused by this unclear situation can be resolved - by one taking complete control of VTC operations over another.
